which way should you face?

Been thinking about this photo recently. 

I say the National gaurd would do better to pick up thier shields and gear and face outwards. Have thier backs to the crowd as if they are there to gaurd them. It's a simple gesture with a powerful statement. 

The enemy is outside.

They are facing in the  wrong direction.
